How the Loot System Works

Rosewood is the recommended beginner town: lower zombie density, a large fire station stocked with axes and fire gear, a well-equipped hospital, and a gun store. The fire station is one of the safest high-value locations in the early game because firefighter equipment (axes, helmets, jackets) provides excellent protection.
Louisville, accessible mid-to-late game via the bridge, has the game's highest density of stores and loot.
